This legislation is a tool of responsible debt management, once the debt ceiling is reached. Once enacted, the Secretary is required to issue GDP-linked bonds (“trills”) to pay the principal and interest on the public debt. This authorizes the President to rescind certain unobligated balances, estimated to be over $900billion, in addition to selling off mortgage-related assets.

We have a math problem in this country. By FY2027, CBO projects only 11% of our budget will be designated to discretionary spending (medical research, environment, education, etc), while the rest goes to mandatory spending. In my Floor speech last night, I used demographics to highlight one of the greatest threats to our society--out of control government spending.

Our goal is to correct a few misconceptions and suggest a few changes that would improve such a program based on a comprehensive independent analysis conducted by actuarial firm Milliman.
